A dockworkers strike that began Tuesday in Costa Rica has shut down the port of Limón, preventing cruise ships from visiting the country.

Costa Rica’s Tico Times today reports that one ship, Holland America‘s Zuiderdam, already has been turned away, and more cruises could be affected if the strike continues.

The Times notes the strike comes even as Costa Rica is trying to attract nearly a billion dollars in private investment to transform Limon into a more modern, tourist-friendly destination.

Dockworkers are striking for higher pay.

“It’s regrettable, deplorable and shameful,” a government minister tells the Times. “This is … not the Costa Rica that we want, nor the one we dream of, nor the Limón that we are working toward, and will continue to work toward.”

Among cruise ships scheduled to visit Limon over the next month are the Celebrity Equinox, Carnival Miracle, Carnival Freedom and Royal Caribbean‘s Jewel of the Seas.
